Conditions or Reasons for Planning Application - CB/19/03943/FULL
Conditions or Reasons:
1) The site is not allocated for development in Central Bedfordshire Core Strategy (2009) or the emerging Local Plan. The proposed development which is in a visually exposed location and in depth, would represent a very significant, demonstrable and harmful encroachment into the open countryside detracting from the undeveloped rural character and appearance of the area. The proposal is contrary to paragraph 170 of the NPPF, to policies DM3, DM4, DM14, CS14 and CS16 of the Central Bedfordshire Core Strategy and Development Management Policies - North (2009) in that the development does not contribute positively to the existing character of the village.
2) No ecological information has been provided with the application to demonstrate that the proposal will enhance the natural and local environment by providing net gains for biodiversity. Accordingly the proposal is contrary to policies CS18 and DM15 of the Central Bedfordshire Core Strategy and Development Management Policies - North (2009) and paragraph 109 of the NPPF 2019 which states that planning decisions should enhance the natural and local environment by providing net gains for biodiversity
3) In the absence of a completed legal agreement securing financial contributions to offset infrastructure impact, including, education, recreation, community halls and the provision of affordable housing and highway mitigation, the development would have an unmitigated and unacceptable impact on existing local infrastructure. The development would therefore not amount to sustainable development and would be contrary to the objectives of the National Planning Policy Framework (2012), Policies CS2 (Developer Contributions) and CS7 (Affordable Housing) of the Central Bedfordshire Core Strategy and Development Management Policies (2009).
