Conditions or Reasons for Planning Application - CB/19/03945/FULL
Conditions or Reasons:
1) The development by virtue of its siting, scale and massing; the cutting back of existing landscaping, raising the ground level of the site and the prominent position of the outbuilding within an otherwise open landscape, has resulted in harm to the openness of the Green Belt. The development does not fall within any of the exceptions to inappropriate development contained in paragraph 146 of the NPPF and there are no 'very special circumstances' demonstrated which can be said to outweigh the harm caused by inappropriate development, as such, the development is contrary to Section 13 of the NPPF.
2) The overall impact of the proposal is such that the works have resulted in the increased urbanisation of open countryside, appear unduly prominent in the street scene, are disproportionate to the dwellinghouse and out of keeping with the surrounding pattern of development which is low density and where there are no examples of summerhouses of this scale and position. As such, it is considered that the works have caused harm to the rural character and appearance of the area contrary to policy DM3 of the Core Strategy and Development Management Policies, the Central Bedfordshire Design Guide (2014) and Section 12 of the NPPF.
