Conditions or Reasons for Planning Application - CB/19/03976/FULL
Conditions or Reasons:
1) The development hereby permitted shall begin not later than three years from the date of this permission.

Reason: To comply with Section 91 of the Town and Country Planning Act 1990 as amended by Section 51 of the Planning and Compulsory Purchase Act 2004.
3) The development hereby permitted shall not be carried out except in complete accordance with the details shown on the submitted plans, numbers ST-2971-01, MAY-10-002 REV 3, MAY-10-001 REV 0.

Reason: To identify the approved plan/s and to avoid doubt.
4) No development shall commence until details of the proposed raised vehicular parking area along with driveway access with the highway have been approved by the Local Planning Authority. No part of the access/parking areas shall be brought into use until parking, turning and driveway areas, including dropped kerb, has been constructed in accordance with the approved details.

Reason
In order to minimise danger, obstruction and inconvenience to users of the highway
and the premises. This is a pre-commencement condition to ensure highway safety. (Policy DM3, CSDM)
5) The proposed vehicular access shall be surfaced in bituminous or other similar durable material (not loose aggregate) for a distance of 5m into the site, measured from the highway boundary, before the premises are occupied. Arrangements shall be made for surface water drainage from the site to be intercepted and disposed of separately so that it does not discharge into the highway.

Reason
To avoid the carriage of mud or other extraneous material or surface water from the site into the highway so as to safeguard the interest of highway safety. (Policy DM3, CSDM)
6) The maximum gradient of the vehicular access shall be 5% (1 in 20) for the first 6.0m measured into the site from the highway boundary and thereafter 1 in 10.

Reason
In the interests of the safety of persons using the access and users of the highway.
7) The parking and turning areas for vehicles illustrated on the approved plans shall be retained throughout the lifetime of the development for the purpose of parking and turning only.

Reason
To enable vehicles to draw off, park and turn outside the highway limits thereby avoiding the reversing of vehicles on to the highway.
8) No development shall commence on the foundations of the drive/ access until a construction plan has been submitted to and approved in writing by the Local Planning Authority. The plan shall identifed the area to be constructed using a 'no dig construction method' in the form of a cellular confinement system such as Geogrid or similar. The work shall be carried out in accordance with the approved details.

Reason :-
To ensure root systems of trees to be retained can remain undamaged and in good order throughout the development process and into the future.
