No dwelling shall be occupied unless and until a Management Scheme to include providing for management of car parking, refuse and recycling bin storage in the public domain and satellite dishes, has been submitted to and approved in writing by the Local Planning Authority and brought into operation.
Reason: In order that a practical application of the parking provision be made, the public domain be uncluttered by refuse and recycling containers and building elevations be uncluttered by satellite dishes. This would contribute to ensuring that the development has a good quality of character.
