Conditions or Reasons for Planning Application - CB/19/04097/FULL
Conditions or Reasons:
1) The proposed development results in a significant and harmful extension to the residential garden which, by virtue of its size and siting, will result in harm to the rural character and appearance of the site and surrounding countryside. The proposed development is therefore contrary to policy DM4 of the Central Bedfordshire Core Strategy and Development Management Planning Document 2009.
2) The proposed development to the rear of the Grade II* listed Campton Manor would neither preserve nor enhance the significance or setting of the building and would result in harm which would not be sufficiently outweighed by any public benefit. As such the proposal would be contrary to policies DM13 and CS15 of the Central Bedfordshire Core Strategy and Development Management Policy Document 2009 and Section 16 of the NPPF.
3) The rough grassland upon which the tennis court is proposed to be located connects habitat with the adjacent woodland and lies in an amber Great Crested Newt Area, which is likely to have an ecological interest associated with it. No ecological information has been provided and given the nature of the site the construction of a tennis court would be likely to result in a loss of habitat, having a detrimental impact on biodiversity. The proposed development is therefore contrary to policy DM15 of the Central Bedfordshire Core Strategy and Development Management Planning Document 2009 and Section 15 of the NPPF.
