Conditions or Reasons:
1) The proposed development would fail to provide a high quality living environment that protects and enhances the health and well-being of future occupiers due to existing uses around the site that create odour, noise and air quality impacts. Information provided has not been sufficient to overcome these constraints and no mitigation has been provided in terms of odour impacts from the Sewage Treatment Works on future occupiers of the development. The proposal is therefore not considered sustainable and does not conform with Chapter 12 or 15 of the NPPF or Policy DM3 of the CSDMP (2009).
