Conditions or Reasons for Planning Application - CB/19/04329/FULL
Conditions or Reasons:
1) The proposed replacement building being for residential use would represent a different use to the existing redundant pumping station and as such would represent inappropriate development in the Green Belt. As such the proposal, which would be materially larger than the existing building, would reduce the openness of the Green Belt and be contrary to Section 13 of the NPPF.
2) The proposal would by reason of the design and excessive bulk of the new building, the associated raising of levels to facilitate parking, the introduction of external steps and railings, result in a development which would appear out of character with its surroundings, be more visible in the landscape than the existing building and as such be detrimental to the character and appearance of the surrounding open countryside. The proposal would be contrary to Policy BE8 of the South Bedfordshire Local Plan 2004 and Section 12 of the NPPF.
3) The site is located in close proximity to the M1 motorway in an elevated position with no intervening buffer. The application has failed to demonstrate that acceptable noise levels could be provided both internally and externally. As such it is considered that the proposal would fail to provide a satisfactory level of amenity for future occupiers, contrary to Policy BE8 of the South Bedfordshire Local Plan 2004 and Sections 12 and 16 of the NPPF
