Conditions or Reasons:
1) The site lies within the South Bedfordshire Green Belt, where permission will not be granted except in very special circumstances for development for purposes other than the specified purposes listed in paragraphs 145 and 146 of the National Planning Policy Framework. The proposed development is not included within these specified purposes and thus constitutes inappropriate development within the Green Belt. The proposed building, by reason of its scale, bulk, mass and location would also have a significant detrimental impact on the openness of the Green Belt. No very special circumstances have been established in this case and thus the proposal is in conflict with Sections 12 & 13 of the NPPF, policies BE8 & GB3, of the South Bedfordshire Local Plan Review, policies HQ1 & SP4 of the submission of the Local Plan 2015-2035 and Section 7 of the Central Bedfordshire Design Guide.
