| Conditions or Reasons: | 1)
The development hereby permitted shall begin not later than three years from the date of this permission.
Reason: To comply with Section 91 of the Town and Country Planning Act 1990 as amended by Section 51 of the Planning and Compulsory Purchase Act 2004. |

All external works hereby permitted shall be carried out in materials to match as closely as possible in colour, type and texture, those of the existing building.
Reason: To safeguard the appearance of the completed development by ensuring that the development hereby permitted is finished externally with materials to match the existing building in the interests of the visual amenities of the locality. (Section 12, NPPF) |

The development hereby permitted shall not be carried out except in complete accordance with the details shown on the submitted plans, numbers: 18/013/001 Site location plan, 18/013/002/C Site plan, 18/013/100 existing elevations, 18/013/101 existing plans, 18/013/200 proposed elevations, 18/013/201 proposed ground floor plans and 18/013/202 proposed first floor plans.
Reason: To identify the approved plan/s and to avoid doubt. |

The ground floor windows in the north east facing elevation of the development hereby permitted shall be permanently fitted with obscured glass of a type to substantially restrict vision through them at all times and shall be non-opening, unless the parts of the window(s) which can be opened are more than 1.7m above the floor of the rooms in which the windows are installed. No further windows or other openings shall be formed in the north east facing elevation.
Reason: To safeguard the privacy of occupiers of neighbouring properties (Section 12, NPPF) |

The development shall not be brought into use until the widened junction of the proposed vehicular access with the highway has been constructed in accordance with the approved details and the parking area surfaced and drained in accordance with the annotation of the approved plan.
Reason: In order to minimise danger, obstruction and inconvenience to users of the highway and the premises and to avoid the carriage of mud or other extraneous material or surface water from the site into the highway so as to safeguard the interest of highway safety. |

Notwithstanding the provisions of the Town and Country Planning General Permitted Development Order 1995, or any amendments thereto, the parking provision on the site shall not be used for any purpose, other than as parking provision unless permission has been granted by the Local Planning Authority on an application made for that purpose.
Reason:To retain off-street parking provision and thereby minimise the potential for on-street parking which could adversely affect the convenience of road users |
