Conditions or Reasons:
1) The proposal is considered to amount to inappropriate development in the Green Belt which is harmful by definition.The proposal fails to preserve the openness of the Green Belt, would have a greater impact on Green Belt openness and would conflict with the purposes of including land within the Green Belt. The weight that can be given to the benefits of the proposal are not such that they would clearly outweigh the harm identified and very special circumstances do not therefore exist. The proposal is therefore in conflict with Chapter 13 of the National Planning Policy Framework 2019.
