| Conditions or Reasons: | 1)
The development hereby permitted shall begin not later than three years from the date of this permission.
Reason: To comply with Section 91 of the Town and Country Planning Act 1990 as amended by Section 51 of the Planning and Compulsory Purchase Act 2004. |

All external works hereby permitted shall be carried out in materials to match as closely as possible in colour, type and texture, those of the existing dwelling at No. 3 Larkway.
Reason: To safeguard the appearance of the completed development by ensuring that the development hereby permitted is finished externally with materials to match the existing building in the interests of the visual amenities of the locality. (Section 12, NPPF) |

Prior to development above ground level, a scheme shall be submitted for approval in writing by the Local Planning Authority indicating the positions, design, materials and type of boundary treatment to be erected. The boundary treatment shall be completed in accordance with the approved scheme before the building is occupied and be thereafter retained.
Reason: To safeguard the appearance of the completed development and the visual amenities of the locality. (Section 12, NPPF) |

No development shall take place above ground level until details of the junction of the proposed vehicular access with the highway have been approved by the Local Planning Authority and no building shall be occupied until the junction has been constructed in accordance with the approved details.
Reason: In order to minimise danger, obstruction and inconvenience to users of the highway and the premises. |

The proposed vehicular access shall be surfaced in bituminous or other similar durable material (not loose aggregate) as may be approved in writing by the Local Planning Authority for a distance of 5m into the site, measured from the highway boundary, before the premises are occupied. Arrangements shall be made for surface water drainage from the site to be intercepted and disposed of separately so that it does not discharge into the highway.
Reason: To avoid the carriage of mud or other extraneous material or surface water from the site into the highway so as to safeguard the interest of highway safety. |

The development hereby permitted shall be undertaken in full accordance with the Councils adopted Construction Code of Practice for Developers and Contractors https://www.centralbedfordshire.gov.uk/info/44/planning/674/codes_of_practice_for_planning.
Reason: In order to minimise the impact of construction work on the amenities of nearby residential properties (Section 12, NPPF) |

Notwithstanding the details submitted, prior to any above ground development, a landscaping scheme to include all hard and soft landscaping and a scheme for landscape maintenance for a period of five years following the implementation of the landscaping scheme is to be submitted to and approved in writing by the Local Planning Authority. The approved scheme shall be implemented by the end of the full planting season immediately following the completion of the development (a full planting season means the period from October to March). The trees, shrubs and grass shall subsequently be maintained in accordance with the approved landscape maintenance scheme and any which die or are destroyed during this period shall be replaced during the next planting season.
Reason: To ensure an acceptable standard of landscaping and net gains for biodiversity. (Sections 12 & 15, NPPF) |

The grass amenity space identified on the 'Proposed Site Layout', plan no. 03-02-004, as 'green strip' adjacent to the curtilage of the new dwelling and footpath on Kingfisher Close, shall be retained as grass amenity space and is not to be used as private garden space associated with the dwelling. Notwithstanding the provisions of the Town and Country Planning (General Permitted Development) Order 2015 (or any order revoking and re-enacting that Order with or without modification), no fences, gates, walls or other means of enclosure shall be erected within the curtilage of the property or on the 'grass strip' without the grant of further specific planning permission from the Local Planning Authority. Reason: To control the development in the interests of the visual amenity of the area. (Section 12, NPPF) |

The development shall be constructed in accordance with the final ground and slab levels as shown on drawing number 03-05-010 A.
Reason: To ensure that an acceptable relationship results between the new development and adjacent buildings and public areas. (Section 12, NPPF) |
10)
The development hereby permitted shall not be carried out except in complete accordance with the details shown on the submitted plans, numbers 03-02-001, 03-02-002, 03-02-003 B, 03-02-004, 03-03-001, 03-03-010 A, 03-05-001, 03-05-010 A.
Reason: To identify the approved plan/s and to avoid doubt. |
