9) The details submitted to discharge condition 9 are not considered acceptable following consultation with our SuDS Engineers for the following reasons:

It is unclear whether permeable paving is proposed in the hatched area or blue area. There is reference to this on the drainage plan, however it is not included in the calculations. We support the use of permeable paving wherever possible due to the water quality as well as water quantity management benefits.

The ground investigation report states that groundwater was encountered at depths of 1.6mbgl. As outline in the CIRIA SuDS Manual C753 there must be a minimum clearance of 1 m between the base of any infiltration feature and peak seasonal groundwater levels. At present this has not been demonstrated as part of the application. We recommend that the applicant consider using shallower infiltration across a wider area utilising the base of permeable paving rather than a tank this.

The appendices of the Ground Investigation Report should be submitted to support the report text.

We require a maintenance plan detailing the activities and timescales of maintenance works required on each surface water drainage feature.

If permeable paving is not proposed then water quality and silt management proposals will be required to reduce the risk of siltation to the tank.

These reasons are provided in the context of NPPF para 163 and its supporting technical guidance, CBCs adopted SUDS SPD (2015) and the specific information requested in condition 9.
10) No building shall be occupied until the developer has formally submitted in writing to the
Local Planning Authority, and the Local Authority has subsequently approved, a management and maintenance plan for the surface water drainage scheme (in its entirety). The approved management and maintenance plan shall be implemented as approved.

Reason: To ensure that the implementation and long term operation of a sustainable drainage system (SuDS) is in line with what has been approved, in accordance with Written statement - HCWS161.
