| Conditions or Reasons: | 1)
The development hereby permitted shall begin not later than three years from the date of this permission.
Reason: To comply with Section 91 of the Town and Country Planning Act 1990 as amended by Section 51 of the Planning and Compulsory Purchase Act 2004. |

The final ground levels and the slab levels of the building hereby approved shall be constructed in accordance with the levels details shown on drg OAK-119 (Proposed site plan & streetscene) in relation to the adjacent properties Nos 12 and 16 Church Road. The development shall be carried out in accordance with the approved details.
Reason: To ensure that an acceptable relationship results between the new development and adjacent buildings in accordance with policy DM3 of the Core Strategy and Development Management Policies (2009) and Section 12, NPPF. |

No construction works above slab level shall take place until samples of the materials to be used in the construction of the external surfaces of the development hereby permitted have been submitted to and approved in writing by the Local Planning Authority. The development shall thereafter be carried out in accordance with the approved details.
Reason: To control the appearance of the building in the interests of the visual amenities of the locality. (Section 12, NPPF) |

No construction works above slab level shall take place until an Ecological Enhancement Strategy (EES) for the creation of new wildlife features to include integrated bird/bat and bee boxes in buildings/structures, hedgehog holes in fences and tree and shrub planting/establishment has been submitted to and approved in writing by the local planning authority. The content shall include the: a) detailed design of enhancements in accordance with the 2019 Ecological Appraisal ; b) location of proposed works shown on appropriate scale maps and plans; c) timetable for implementation; d) persons responsible for implementing the works;
Reason: To ensure development is ecologically sensitive and secures biodiversity enhancements in accordance with the National Planning Policy Framework |

The development hereby approved shall be carried out in accordance with the steps and stages found within the supplied Arboricultural Impact Assessment provided by CAT Landscape Consultancy dated 26/2/20 along with the Tree Protection Plan dated 25/3/20 and shall be followed throughout the development process.
Reason: To safeguard the existing trees on the site in the interests of visual amenity. (Sections 12 & 15, NPPF) |

Notwithstanding the provisions of the Town and Country Planning (General Permitted Development) Order 1995 (or any order revoking and re-enacting that Order with or without modification), no windows shall be inserted into the first floor side elevations of the proposed dwelling, without the grant of further specific planning permission from the Local Planning Authority.
Reason: To protect the privacy of neighbouring residents. (Section 12 NPPF) |

A scheme shall be submitted for approval in writing by the Local Planning Authority indicating the positions, design, materials and type of boundary treatment to be erected. The boundary treatment shall be completed in accordance with the approved scheme before the dwelling hereby approved is occupied and be thereafter retained.
Reason: To safeguard the appearance of the completed development and the visual amenities of the locality and protect residential amenity. (Section 12, NPPF) |

The building shall not be occupied until the reconstructed junction of the proposed vehicular access with the highway has been constructed in accordance with the approved details.
Reason: In order to minimise danger, obstruction and inconvenience to users of the highway and the premises. |

Visibility splays shall be provided at the junction of the access with the public highway before the development is brought into use. The minimum dimensions to provide the required splay lines shall be 2.4m measured along the centre line of the proposed access from its junction with the channel of the public highway and 24.0m measured from the centre line of the proposed access along the line of the channel of the public highway to the south-west. The required vision splays shall for the perpetuity of the development remain free of any obstruction to visibility.
Reason: To provide adequate visibility between the existing highway and the proposed access, and to make the access safe and convenient for the traffic which is likely to use it. |

The proposed vehicular access shall be surfaced in accordance with the annotated details of the approved plan. Details of the arrangements made for surface water drainage from the site to be intercepted and disposed of separately so that it does not discharge into the highway shall be submitted to and approved in writing by the local planning authority and the approved details implemented prior to the development being brought into use
Reason: To avoid the carriage of mud or other extraneous material or surface water from the site into the highway so as to safeguard the interest of highway safety. |

Notwithstanding the provisions of the Town and Country Planning General Permitted Development Order 1995, or any amendments thereto, the garage accommodation on the site shall not be used for any purpose, other than as garage accommodation, cycle parking provision and storage pertaining to the residential use, the 2 x parking spaces of 2.5m x 5.0m each and manoeuvring area shall not be used for any other purpose than parking and manoeuvring unless permission has been granted by the Local Planning Authority on an application made for that purpose.
Reason: To retain off-street parking provision and manoeuvring and thereby minimise the potential for on-street parking and reversing into the highway on the outside of a bend with limited visibility which could adversely affect the convenience of road users and users of the site |
12)
The development hereby permitted shall be undertaken in full accordance with the Councils adopted Construction Code of Practice for Developers and Contractors https://www.centralbedfordshire.gov.uk/info/44/planning/674/codes_of_practice_for_planning.
Reason: In order to minimise the impact of construction work on the amenities of nearby residential properties (Section 12, NPPF) |
