Conditions or Reasons for Planning Application - CB/20/00840/PADO
Conditions or Reasons:
1) There is insufficient evidence for the LPA to conclude that the proposal is permitted development under Schedule 2, Part 3, Class O of the GPDO. Consequently, it is development for which an application for planning permission is required.
2) The proposed development, if permitted, would result in the intensification of use of a substandard access which makes no provision for adequate driver/driver intervisibility and will lead to conditions of danger and inconvenience to users of the highway and the property contrary to Policy DM3 of the Core Strategy & Development Management Policies and The Highways Construction Standards & Specifications Guidance 2019
3) The proposed development fails to make adequate provision for access and turning of all sized vehicles that will use the site, and if permitted would lead to vehicles reversing from an access where the alignment is angled and difficult to manoeuvre and where there is limited visibility to vehicles entering the site and using the public highway and will lead to conditions of danger and inconvenience to users of the highway and the properties contrary to Policy DM3 of the Core Strategy & Development Management Policies and The Highways Construction Standards & Specifications Guidance 2019
4) The proposed development fails to make adequate provision for an access suitable for the two way flow of traffic at the junction with the public highway, and will lead to vehicle waiting in the carriageway while another leaves the site and will lead to obstruction of the free flow of traffic on the public highway, causing conflict and inconvenience to users of the site and the public highway contrary to Policy DM3 of the Core Strategy & Development Management Policies and The Highways Construction Standards & Specifications Guidance 2019
5) The proposed development would, by virtue of its layout give rise inadequate access for Fire Service in accordance with Approved Document B contrary to Policy DM3 of the Core Strategy & Development Management Policies and The Highways Construction Standards & Specifications Guidance 2019
