Conditions or Reasons for Planning Application - CB/20/00985/FULL
Conditions or Reasons:
1) The proposal by reason of its siting, scale, form and design would result in a cramped form of development out of keeping with, and harmful to, the grain of the surrounding built and prospective environment and the character and appearance of the area. The proposal does not therefore represent a high quality layout and design and is therefore contrary to policies CS14 and DM3 of the Core Strategy and Development Management Policies (2009), National Planning Policy Framework (2019) and the Central Bedfordshire Design Guide (2014).
2) The proposed development by reason of its design, siting and scale in relation to the adjoining prospective residential development to the west, will result in unsatisfactory living conditions for the future occupiers of plot 3 and plot 30 of the adjacent housing site, in terms of overbearing impact, loss of outlook, loss of privacy and a harmful sense of enclosure. As such the proposal is contrary to Policies DM3 and CS14 of the Core Strategy and Development Management Policies (2009), National Planning Policy Framework (2019) and the Central Bedfordshire Design Guide (2014).
3) The proposed layout will not allow an adequate turning area for service/ delivery vehicles to leave the site in forward gear with such vehicles having to reverse onto a principle "A" road and the proposed pedestrian access route for servicing is considered an unacceptable arrangement in this location. The proposal will therefore result in an unacceptable impact on pedestrian and highway safety, contrary to policy DM3 of the adopted Core Strategy (2009) and the NPPF (2019)
