Conditions or Reasons:
2) With the exception of the approved Advanced Infrastructure Works (Condition 9), no development shall commence until a plan (covering the whole site as identified by the red line (plan ref. 20684/216/A) identifying each development area across the site has been submitted to and approved in writing by the Local Planning Authority. The development area plan will detail the boundaries of each development area to be covered by an Area Master Plan (AMP).

The development shall only be implemented in accordance with the approved development area plan or any subsequent replacement development area plan has been submitted to and approved in writing by the Local Planning Authority.

Reason: In the interests of ensuring that the development progresses in a planned manner, according to the conditions imposed and Policy 60 of the emerging Development Strategy Central Bedfordshire for Pre-Submission.

Informative: The purpose of this condition is solely to ensure that all parts of the site are covered by the AMP's.
5) With the exception of the approved Advanced Infrastructure Works (Condition 9), no development shall commence until a Site Wide Master Plan (SWMP), which accords with the Conditions 10 and 36 of this planning permission, has been submitted to and approved in writing by the Local Planning Authority.

The SWMP shall identify on a base plan of 1:5,000 in scale (unless otherwise agreed in writing) the location and disposition of the following:

Residential uses
Employment uses
Retail uses (to identify the location of the Main Convenience and Comparison Stores and the Local Centres)
Leisure uses
Educational uses
Community uses
Sui generis uses
Landscape Buffers
Retained landscaping
Structural landscaping
Major open spaces
Sports facilities
Recreational and Ecological corridors
Major water features
Principal public transport stops and corridors
Principal footpaths, public rights of way and cycle routes, including connections with the existing urban area
Walking, cycling and public transport route through Tithe Farm lower school.
Large-scale utilities infrastructure including large scale sustainable urban drainage structures.
Interfaces with neighbouring sites
The location of sites to be used for self-build housing developments.
Noise mitigation zones.
The location of all other uses not specified above and identified in condition 5.

The development shall only be implemented in accordance with the approved SWMP or any subsequent replacement SWMP submitted to and approved in writing by the Local Planning Authority.

Reason: To ensure that a Master Plan of a strategic nature is produced to assist in setting out the development in a planned manner and Policy 60 of the emerging Development Strategy Central Bedfordshire for Pre-Submission

Informative: The submissions at this stage are intended to provide sufficient context to enable decisions to be subsequently made as to the acceptability of the more detailed submissions required at the Area Master Plan, Design Codes and reserved matters stages. Site wide submissions should be of a broad strategic nature.
6) With the exception of the approved Advanced Infrastructure Works (Condition 9), no development shall commence until a Site Wide Design Code (SWDC), which accords with the approved details relating to Conditions 10 and 36 of this planning permission, has been submitted to and approved in writing by the Local Planning Authority. The SWDC shall detail the following:

Site wide character and materials palette
Site wide street surface materials palette
Site wide landscape planting palette
Site wide street furniture palette including cycle parking facilities
Site wide lighting strategy
Site wide signage strategy, including cycle and footpaths
Site wide public art strategy

Reason: To define the character of the development and to guide detailed submissions. and to ensure that the details and appearance of the development are acceptable to the Local Planning Authority and in accordance with Policy BE8 of the South Bedfordshire Local Plan (2004) Policy 43 of the emerging Development Strategy Central Bedfordshire for Pre-Submission. and Paragraph 59 of the National Planning Policy Framework (2012 (as amended).

Informative: A submission at this stage is intended to provide sufficient context to enable decisions to be made subsequently as to the acceptability of the more detailed submissions required to be made in relation to the AMP and reserved matters. Site wide submissions should be of a broad strategic nature but should provide guidance on the individual issues against which more detailed submissions can be considered. It should be noted that approval will not be given to the AMP until these strategic documents are considered acceptable.
22) No reserved matters shall be submitted within a development area until a development area master plan (AMP) for that development area has been submitted to and approved in writing by the Local Planning Authority.

Each AMP shall be based on a 1:2,500 scale plan(s) and be supported by a written statement. Such AMPs shall accord with the details approved for the SWMP (Condition 5) and the SWDC (Condition 6) and shall include consideration and detail of the following issues for that area:

Maximum floor space for each land use;
Ground levels plan to show existing land levels and final finished ground levels; such details to include cross sections with undisturbed local features for comparison purposes.
Extent of development area;
Building height ranges;
Location of landmark buildings and features;
Cross sections and perspectives of key streets, buildings and open spaces including adjacent areas (as built or as completed);
Access routes within the development area (vehicular, public transport, pedestrian and cycle) and the location of footpath, cycle path and public transport connections to surroundings areas and when these will become available for use;
A Public Rights of Way Scheme to show how ROWs will be incorporated into the development and during the construction of the development and specifying any diversions or extinguishments that are to be sought; (Informative: such diversions and extinguishments can only be dealt with through a legal procedure separate from this planning permission)
The location of bus stops and electric vehicle charging points;
The location of footpath and cycleway connections to the surrounding area;
The location of formal Childrens Play Areas.
Areas to be protected from disturbance from construction or other works; to include public rights of way, areas associated with protected species, significant and specimen trees, woodland features, water features, buffer zones alongside all watercourses and archaeological areas
The locations of all areas of both formal and informal open space to be included taking account of the principles of location and design set out in the SWMP, Site Wide Design Code and the Open Space Strategy (as appropriate);
Ensure a provision of a variety of house types and accommodation;
Identification of overhead power lines (where present);
Identification of existing buildings where present and consideration of retention or demolition;
Identification of the locations of substations.
Location and number of self build units up to a total site-wide maximum of 100 residential units (if they are to be provided in that phase).

The development hereby permitted will be implemented only in accordance with the approved AMP or any subsequent replacement AMP submitted to and approved in writing by the Local Planning Authority.


Reason: To ensure that the Development area Master Plans are of a localised nature and are produced to assist in setting out the details of the development in a planned manner To ensure that the details and appearance of the development are acceptable to the Local Planning Authority and in accordance with Policy BE8 of the South Bedfordshire Local Plan (2004) and Policies 43 & 60 of the emerging Development Strategy Central Bedfordshire for Pre-Submission.

Informative: The submission at this stage is intended to provide sufficient context to enable decisions to be subsequently made as to the acceptability of the more detailed submissions required at the Development area Design Code and reserved matters stages. Site wide submissions should be of a broad strategic nature.

Informative: All areas to be built upon, used for recreation or landscaping are to be covered by an Development area Master Plan (AMP). These need to cover areas which may be considered self-contained. E.g. a residential area should contain the open space needed to serve that community, or it could be an AMP that covers a particular open space area such as a recreational area.

Informative: An AMP submission and/or an Development area Design Code submission can be made to the Local Planning Authority at the same time or subsequent to the Site Wide Master Plan but not before.

Informative: The AMP is intended to set the broad master plan framework against which detailed submissions under Condition 4 can be assessed.
23) No reserved matters shall be submitted within a development area until a development area design code (ADC), for that development area has been submitted to and approved in writing by the Local Planning Authority.

Each ADC shall accord with the details for the development area approved pursuant to the SWMP (Condition 5), the SWDC (Condition 6) and the AMP (Condition 22) shall include details of:

The area to be covered by the code
Frontage types
Heights
Building forms
Architectural style and treatment
Treatment of public highways
Treatment of on and off highway walking and cycling infrastructure
Building materials palette
Surface materials palette
Street furniture and design and lighting design
Soft landscape
Signage
Broadband access infrastructure, smart access infrastructure or its equivalent
Outdoor sport facilities and structures associated with playing fields.
The treatment of land beneath retained electricity pylons

The development hereby permitted will be implemented only in accordance with the approved details contained within the ADC relevant for each reserved matters.

Reason: To ensure that the Development area Design Codes are of a localised nature and is produced to assist in setting out the details of the development in a planned manner. To ensure that the details and appearance of the development are acceptable to the Local Planning Authority and in accordance with Policy BE8 of the South Bedfordshire Local Plan (2004), Policy 43 of the emerging Development Strategy Central Bedfordshire for Pre-Submission and Paragraph 59 of the National Planning Policy Framework (2012) (as amended).
