1) The proposed first floor extension is of a siting, form and design which is out of keeping with and detrimental to the character and appearance of the dwelling and will result in a dominant and conspicuous form of development within the wider street scene which has a strong pattern of development. The proposed development is not therefore of a high-quality design that respects the local distinctiveness and is contrary to Policy DM3 of the Core Strategy Development Management Policies and Section 12 of the National Planning Policy Framework, and the Central Bedfordshire Design Guide (2014)
