The proposed residential development would, by reason of its prominent and conspicuous siting on steeply rising land combined with the significant level of engineering and associated works, result in a development that would adversely harm the character and appearance of the site and surrounding area, including the existing settlement and the landscape character of the Greensand Ridge. The development proposal is therefore not considered to represent a sustainable form of development and is contrary to policies CS1, CS14, CS16, CS17, DM3, DM4, DM14 and DM16 of the adopted Core Strategy and Development Management Policies 92009) and the National Planning Policy Framework (2019). |

The proposed residential development would, by reason of its prominent and conspicuous siting on steeply rising land combined with the significant level of engineering and associated works, result in a development that would be harmful to the setting of the adjacent Grade II listed building (11-13 Little Lane) and the Clophill Conservation Area, with no public benefits to outweigh the less than substantial harm to the setting of the Heritage Assets, contrary to Sections 12 and 16 of the National Planning Policy Framework and policies CS15 and DM13 of the Core Strategy and Development Management Policies (2009). |

The proposed development would result in the use of a substandard access which makes no provision for adequate driver/driver intervisibility to the south-east and will lead to conditions of danger and inconvenience to users of the highway and the proposed development, contrary to policies CS14 and DM3 of the Core Strategy and Development Management Policies (2009) and Sections 9 and 12 of the NPPF (2019). |

Insufficient information has been submitted to demonstrate an adequate assessment of the ecological interest on the site to determine the full impact of the proposal on the biodiversity of the site and a net gain for biodiversity, contrary to policies DM14 and DM15 of the adopted Core Strategy and Development Management Policies (2009) and Section 15 of the NPPF (2019). |
