Conditions or Reasons:
1) The site lies within the South Bedfordshire Green Belt, wherein planning permission will not be granted, except in very special circumstances, for development other than for the specified purposes listed in paragraphs 145 and 146 of the National Planning Policy Framework. The proposed development is not included within these specified purposes and thus constitutes inappropriate development which would have a detrimental impact on the openness of the Green Belt. No very special circumstances have been established in this case and therefore the proposal is in conflict with Section 13 of the NPPF.
2) The proposed garage/store would, by reason of its design, scale, bulk and siting be harmful to the rural character of the area. Furthermore the proposal would result in the potential loss of and/or damage to existing mature trees within the site, resulting in an adverse visual impact on the open countryside and Green Belt. As such the proposal is contrary to Section 12 of the National Planning Policy Framework, Policy BE8 of the South Bedfordshire Local Plan Review and the Central Bedfordshire Design Guide 2014.
