Conditions or Reasons for Planning Application - CB/20/01478/FULL
Conditions or Reasons:
1) The proposed development is sited outside the settlement envelope and within the open countryside. Due to the separation between the site and existing settlements, public transport and services/ facilities, as well as the absence of a safe and convenient pedestrian link between the two, it is considered that the site is located in an unsustainable location with future occupiers wholly reliant on private vehicle. The development is therefore contrary to Policies CS1, CS4 and DM4 of the Core Strategy and Development Management Policies (2009), Chapters 8 and 9 of the National Planning Policy Framework and the sustainable objectives of the National Planning Policy Framework.
2) The proposal would result in residential development which is of a scale and siting that would fail to respect the sporadic character of residential developmnet along Water End Road. The proposed residential use would result in further urbanisation of this rural location and would result in harm to the character and appearance of the area and associated rural landscape. As such the proposal would conflict with Policies CS1, CS14, DM3, DM4 and DM14 of the CSDMP, Chapters 12 and 15 of the National Planning Policy Framework and the objectives of sustainable development as outlined in the National Planning Policy Framework.
