Conditions or Reasons for Planning Application - CB/20/01686/FULL
Conditions or Reasons:
1) The proposed development by virtue of its excessive scale, mass and bulk given the size of the application site, and the distance to the side boundaries, would appear as a cramped form of development and would therefore constitute an overdevelopment of the site. As such the development would appear as out of character with the surrounding location. The proposal would also result in less than substantial harm to the character of the Conservation Area, which outweighs the limited public benefits associated with the provision of one dwellinghouse. Therefore the proposed development would result in harm to the character and appearance of the Area and Conservation Area, contrary to Policy BE8 of the South Bedfordshire Local Plan Review (2004) and Sections 12 and 16 of the NPPF.
2) The proposed development would feature a rear facing bedroom window, which given the close proximity to the neighbouring dwellings garden to the rear of the site, would result in a direct overlooking impact and subsequent unacceptable loss of privacy to this neighbour. Therefore the proposal would result in harm to the amenity and living conditions of No. 5 Church Road, and would therefore be contrary to Policy BE8 of the South Bedfordshire Local Plan Review (2004).
3) The proposed development would not deliver an appropriate, adequate or acceptable provision of amenity space, and as such the proposed development would provide its future occupants with a poor and unacceptable standard of amenity and poor living standards. As such, the scheme is considered unacceptable and contrary to Policy BE8 of the South Bedfordshire Local Plan Review (2004), as well as being contrary to paragraph 127 (f) of the NPPF and the design guidance outlined within the Central Bedfordshire Design Guide (2014).
