Conditions or Reasons for Planning Application - CB/20/01772/TDM
Conditions or Reasons:
1) The proposed telecommunications mast, standing at 20 metres tall above ground level, would have a detrimental visual impact due to its form, height, scale and positioning. The proposed mast would significantly intrude into the open skyline above existing landscape features such as trees, street furniture and adjacent buildings. The proposal would compromise short and long views in the landscape, including the setting of the Chilterns Area of Outstanding Natural Beauty and an Area of Great Landscape Value to the south of Dunstable.

The proposed mast, along with associated ground base equipment, would result in an over-intensification of commercial development on the public pavement that would be unsympathetic and harmful to the character and visual amenities of the locality. It is considered that the identified visual harm of the proposal cannot be adequetely mitigated through visual screening such as additional soft landscaping.

The proposal is therefore contrary to policies BE8 & NE3 of the South Bedfordshire Local Plan and sections 12 and 15 of the NPPF.
2) The proposed tele-communications mast development would result in an obstruction within the driver/driver intervisibility splay, which would create conditions of danger and inconvenience to users of the highway and users of the adjacent property 'The Lamb and Ewe' public house. The proposal is therefore considered to be contrary to section 9 of the NPPF.
