| Conditions or Reasons: | 1)
The development hereby granted Prior Approval shall be completed within three years from the date of this permission.
Reason: To comply with Paragraph Q.2 (3) of Class Q of Part 3 of Schedule 2 of the Town and Country Planning (General Permitted Development) Order 2015 (as amended). |

No development approved by this permission shall take place until a Phase 1 Desk Study report documenting the ground conditions of the site with regard to potential contamination has been submitted to and approved in writing by the Local Planning Authority. This report shall adhere to BS10175:2011.
Where shown to be necessary by the Phase 1 Desk Study, a Phase 2 Site Investigation adhering to BS 10175:2011 shall submitted to and approved in writing by the Local Planning Authority. |

Where shown to be necessary by the Phase 2 Site Investigation a detailed Phase 3 remediation scheme shall be submitted for approval in writing by the Local Planning Authority. This scheme shall detail measures to be taken to mitigate any risks to human health, groundwater and the wider environment. Any works which form part of the Phase 3 scheme approved by the local authority shall be completed in full before any permitted building is occupied.
The effectiveness of any scheme shall be demonstrated to the Local Planning Authority by means of a validation report (to incorporate photographs, material transport tickets and validation sampling), unless an alternative period is approved in writing by the Authority. Any such validation should include responses to any unexpected contamination discovered during works.
Reason: To protect human health and to ensure that no future investigation is required under Part 2A of the Environmental Protection Act 1990. |

The development shall not be brought into use until the junction of the proposed vehicular access with the highway has been constructed in accordance with the approved details, including the closure and re-instatement of the existing access to the north and the provision of 2.4m x 43.0m visibility splays, clear of all obstruction, as indicated on the approved plan
Reason: To ensure the provision of appropriate access arrangements and associated off site highway works in the interest of highway safety |

No development approved by this permission shall take place until a landscaping scheme and a scheme for landscape maintenance for a period of five years following the implementation of the landscaping scheme have been submitted to and approved in writing by the Local Planning Authority. The scheme should detail an area of replacement planting to mitigate the loss of any hedging resulting from the highway works as required in conditions 4 & 12 of this consent. The approved scheme shall be implemented by the end of the full planting season immediately following the completion and/or first use of any separate part of the development (a full planting season means the period from October to March). The hedging shall subsequently be maintained in accordance with the approved landscape maintenance scheme and any which die or are destroyed during this period shall be replaced during the next planting season.
Reason: To mitigate against any resultant loss of natural features such as the hedge. The site lies in the Greensand Ridge Nature Improvement Area and as such a net gain for biodiversity would be expected. |

The proposed vehicular access shall be surfaced in bituminous or other similar durable material (not loose aggregate) as may be approved in writing by the Local Planning Authority for a distance of 5.0m into the site, measured from the highway boundary, before the premises are occupied. Arrangements shall be made for surface water drainage from the site to be intercepted and disposed of separately so that it does not discharge into the highway.
Reason: To avoid the carriage of mud or other extraneous material or surface water from the site into the highway so as to safeguard the interest of highway safety. |

Any gates provided shall open away from the highway and be set back a distance of at least 6.0 from the nearside edge of the carriageway of the adjoining highway. The gates shall remain unobstructed to opening to all traffic which is likely to use the site and turning area
Reason: To enable vehicles to draw off the highway before the gates are opened and to turn and leave the site in forward gear alleviating the need to reverse from the site |

Notwithstanding the provisions of the Town and Country Planning General Permitted Development Order 1995, or any amendments thereto, the garage accommodation on the site for unit 4 shall not be used for any purpose, other than as garage accommodation, cycle parking provision, garden, games and exercise room and storage pertaining to the residential use unless permission has been granted by the Local Planning Authority on an application made for that purpose.
Reason: To retain off-street parking provision and thereby minimise the potential for on-street parking which could adversely affect the convenience of road users. |

Notwithstanding the provisions of the Town and Country Planning General Permitted Development Order 1995, or any amendments thereto, the parking provision on the site including 2 visitor parking spaces shall not be used for any purpose, than as parking provision unless permission has been granted by the Local Planning Authority on an application made for that purpose.
Reason: To retain off-street parking provision and thereby minimise the potential for on-street parking which could adversely affect the convenience of road users. |
10)
Notwithstanding the provisions of the Town and Country Planning General Permitted Development Order 1995, or any amendments thereto, the annex (exercise room and storage) for unit 1, and annex (craft room and library) for unit 4 shall be ancillary to the units they are allotted to unless permission has been granted by the Local Planning Authority on an application made for that purpose.
Reason: To retain adequate off-street parking provision and thereby minimise the potential for additional on site parking which could adversely affect the manoeuvring and parking areas of users of the site |
11)
The turning space for service/delivery/ambulance sized vehicles (6.5m length) within the layout of the forecourt indicated on the approved Plan shall be constructed before the development is first brought into use and thereafter retained for the purpose of turning area free of obstruction for the perpetuity of the development
Reason: To enable vehicles to draw off, park and turn outside the highway limits thereby avoiding the reversing of vehicles on to the highway. |
12)
Details of a refuse collection point located at the site frontage and outside of the public highway, on site manoeuvring areas and any visibility splays shall be submitted to and approved by the Local Planning Authority prior to the occupation of any dwelling. The collection point shall not exceed 10.0m measured from the furthest bin to the nearside edge of the carriageway. The scheme shall be fully implemented prior to occupation of any dwelling and shall be retained thereafter.
Reason: In the interest of amenity and in order to minimise danger, obstruction and inconvenience to users of the highway and the premises. |
13)
No development approved by this permission shall take place until a full drainage drawing has been submitted to and approved in writing by the Local Planning Authority (please see advisory note 8). Reason: to maintain the protection of new and existing properties |
