Conditions or Reasons:
4) No development shall take place on site until a Public Art Plan has been submitted to and approved in writing by the Local Planning Authority. The Public Art Plan shall be implemented in full and as approved unless otherwise amended in accordance with a review to be agreed in writing by the Local Planning Authority. The Public Art Plan should detail:
Management - who will administer, time and contact details, time scales / programme
Brief for involvement of artists, site context, background to development , suitable themes and opportunities for Public Art
Method of commissioning artists / artisans, means of contact, selection process / selection panel and draft contract for appointment of artists
Community engagement - programme and events
Funding - budgets and administration.
Future care and maintenance.

Reason: This a pre-commencement condition to ensure that the appropriate public art can be integrated within the design of the development prior to the construction commencing. This is to ensure it is part of the development and not as a separate add on. (Section 7, NPPF)
