Conditions or Reasons:
1) The proposed development represents inappropriate development within the Green Belt, which is, by definition, harmful to the Green Belt, and does not fall within the exception criteria. It also fails to comply with the requirements of Policy H5 of the South Bedfordshire Local Plan Review. The proposal would be detrimental to the openness and visual amenity of the Green Belt, and an encroachment into the countryside. The factors put forward by the applicant are not considered to be very special circumstances and it is considered that they would not outweigh the harm to the Green Belt, and any other identified harm. The proposal is therefore contrary to Section 13 (Protecting Green Belt land) of the NPPF (February 2019).
2) The proposed development, by virtue of its prominent position and the loss of natural features would be visually intrusive and harmful to the character of the countryside and wider character of Woodside. The proposal is therefore contrary to Policy BE8 and H5 of the South Bedfordshire Local Plan Review, in that it would adversely affect landscape character and setting, and Section 15 (Conserving and enhancing the natural environment) of the NPPF (February, 2019).
3) Insufficient information has been provided to fully determine the ecological impact of the development. The proposals are therefore contrary to Section 15 of the NPPF (February, 2019).
4) In the absence of a Flood Risk Assessment and Surface Water Drainage Strategy, it is not possible to ascertain the flood risk associated with the development and whether the mechanisms for dealing with surface water can be appropriately met. The development would be contrary to Section 14 of the NPPF (February, 2019).
