Conditions or Reasons for Planning Application - CB/20/02436/VOC
Conditions or Reasons:
1) The development shall be carried out in full accordance with the materials approved through application CB/20/02337/DOC Plan Nos. WD/594/03 P1, WD/594/04 P2, PL/594/03 Rev A.

Reason: To control the appearance of the building in the interests of the visual amenities of the locality.

2) The site shall be developed in full accordance with the levels details as approved through application CB/20/01714/DOC Plan Nos. 1096/03 C, 1096/05 B, 11935Y 01 B, PL/594/02 A.

Reason: To ensure that an acceptable relationship results between the new development and adjacent buildings and public areas.

3) No building shall be occupied until the speed reduction measure as approved through application CB/20/01714/DOC Plan Nos. 1096/732 A, 1096/03 D has been constructed in accordance with the approved details.

Reason:
In order to minimise danger, obstruction and inconvenience to users of the highway and the premises.
4) No dwelling shall be occupied or brought into use until the parking scheme (and associated access) shown on Drawing No.1505-01 M has been completed. The scheme shall thereafter be retained throughout the lifetime of the development and shall be kept available for parking at all times.

Reason: To ensure provision for car parking clear of the highway.

5) No dwelling hereby approved shall be occupied until the bin storage/collection areas have been implemented in accordance with the approved plan Drawing No.1505-01 M. The bin storage/collection areas shall thereafter be retained in accordance with the approved plan.

Reason: In the interest of visual amenity and to minimise danger, obstruction and inconvenience to users of the highway and the premises.

6) All works shall be carried out in accordance with the approved Construction Management Plan as approved through application CB/20/01714/DOC Plan / Document Name: Construction Phase Plan, Issue 2.0 produced by Lodge Park and dated 24/06/2020

Reason: In the interests of safety, protecting the amenity of local land uses, neighbouring residents and the control of envrionmental impacts.

7) In the event that contamination is found at any time when carrying out the approved development, it shall be reported in writing immediately to the Local Planning Authority. An investigation and risk assessment shall then be undertaken by a competent person, in accordance with 'Model Procedures for the Management of Land Contamination, CLR 11'. A written report of the findings should be forwarded for approval to the Local Planning Authority. Following completion of remedial measures a verification report shall be prepared that demonstrates the effectiveness of the remediation carried out. No part of the development should be occupied until all remedial and validation works are approved in writing.

Reason: To ensure that no future investigation is required under Part 2A of the Environmental Protection Act 1990
8) The planting and landscaping scheme shown on approved Drawing No.LP/LCSCB/020 A1 dated March 2020 and as detailed within the accompanying Landscape Statement shall be implemented by the end of the full planting season immediately following the completion and/or first use of any separate part of the development (a full planting season shall mean the period from October to March). The trees, shrubs and grass shall subsequently be maintained for a period of five years from the date of planting and any which die or are destroyed during this period shall be replaced during the next planting season with others of a similar size and species.

Reason: To ensure an acceptable standard of landscaping.

9) The Landscape details hereby approved shall be managed and maintained in accordance with the submitted Landscape Management and Maintenance Plan produced by David Clarke Chartered Landscape Architect and Consultant Arboriculturist Ltd dated February 2020.

Reason: In order to protect and enhance the visual amenity of the site.

10) The flat roofs of the development hereby approved shall not be used as balconys or for any amenity purpose throughout the life of the development without the formal written approval (via a planning application) of the Local Planning Authority.

Reason: In order to protect the amenity and privacy of neighbours

11) The first floor windows in the side elevations of plots 2, 3, 5, 11 and 12 of the development hereby permitted shall be permanently fitted with obscured glass of a type to substantially restrict vision through it at all times and shall be non-opening, unless the parts of the windows which can be opened are more than 1.7m above the floor of the rooms in which the windows is installed. No further windows or other openings shall be formed in the side elevations.

Reason: To safeguard the privacy of occupiers of adjoining properties

12) No dwelling hereby approved shall be first occupied until the scheme for the provision of fire hydrants as approved through application CB/20/03233/DOC Drawing Tilted: Proposed Mains, Church Street & Bilberry Road, Clifton, SG17 5EX, Lodge Park Ltd. - Revision C. Thereafter the fire hydrants shall be retained as approved in perpetuity.

Reason: In order to ensure appropriate access to fire hydrants for use in the event of emergency in accordance with policy DM3 of Central Bedfordshire Core Strategy for the North and Section 12 of the NPPF.
13) The site shall be developed in full accordance with the Ecological Design Strategy details as approved through application CB/20/02402/DOC, Ecological Design Strategy - Version R2 - AW-20-01.

Reason: To ensure the proposal delivers satisfactory ecological gains in accordance with the National Planning Policy Framework.
14) The development shall be completed in full accordance with the approved Surface Water Drainage scheme as approved through application CB/20/01603/DOC - Surface Water Drainage Statement Revision C ref: 1096/C June 2020; Phase 2 Geo-Environmental Site Investigation ref: BRD3476-OR2-A dated June 2019.

Reason:
To ensure the approved system will function to a satisfactory minimum standard of operation and prevent the increased risk of flooding both on and off site for the lifetime of the development in accordance with para 103 NPPF and the Non-statutory technical standards for sustainable drainage systems (DEFRA, 2015); and to ensure that the implementation and long term operation of a sustainable drainage system is in line with what has been approved, in accordance with Written statement - HCWS161.
15) The access width and radii from Church Street shall be constructed in full accordance with the details approved through the discharge of Condition 7 of application CB/18/00192/OUT Plan No. PLAN1 AI.001 B1.

Reason:
In order to minimise danger, obstruction and inconvenience to users of the highway and of the proposed estate road.
16) Visibility splays shall be provided at all internal road junctions within the site. The minimum dimensions to provide the required splay lines shall be 2.4m measured along the centre line of the side road from its junction with the channel to the through road and 17m measured from the centre line of the side road along the channel of the through road. The vision splays required shall be provided and defined on the site by or on behalf of the developers and be entirely free of any obstruction.

Reason:
To provide adequate visibility at road junction in the interest of road safety.
17) The development shall be completed in full accordance with the lifetime home details approved through application CB/20/01603/DOC Plan Nos.
