Conditions or Reasons:
1) The proposed partial demolition, extension and alteration of the existing non-designated heritage asset would result in a substantial harmful impact on the identified significance and character of this historic building which contributes positively to the character and significance of this part of Water End, having a detrimental impact on the character and appearance of the area, contrary to policies CS14, CS15, DM3 and DM13 of the Core Strategy (2009), the Central Bedfordshire Design Guide (2014) and the NPPF (2019).
2) The proposed conversion of the existing building into a 4-bedroomed dwellinghouse would be sited in an unsustainable location outside any recognised settlement envelope boundary within the open countryside, Due to the separation between the site and existing settlements, public transport routes and services/ facilities, as well as the absence of a safe and convenient pedestrian link between the two, the proposal will result in an over-reliance on private vehicles for future occupiers of the units and would therefore constitute an inappropriate and unsustainable residential development, contrary to policies CS1, CS14, DM3 and DM4 of the Core Strategy and Development Management Policies (2009) and the National Planning Policy Framework (2019).
