Conditions or Reasons for Planning Application - CB/20/02554/FULL
Conditions or Reasons:
1) The development hereby permitted shall begin not later than three years from the date of this permission.

Reason: To comply with Section 91 of the Town and Country Planning Act 1990 as amended by Section 51 of the Planning and Compulsory Purchase Act 2004.
2) Before development/work begins and notwithstanding the details submitted with the application, details of the materials to be used for the external windows, doors, walls, roofs and rainwater goods on the proposed works hereby approved shall be submitted to the Local Planning Authority for its approval in writing. The development/work shall be carried out only in accordance with the approved details.

Reason: This condition is pre-commencement to ensure that the development/work is in keeping with the existing building so it would not compromise the character or setting of the Flitton Conservation Area and listed buildings (Policies CS14, CS15, DM3 & DM13 of the North Central Bedfordshire Core Strategy & Development Management Policies and sections 12 & 16, NPPF)
3) Prior to the commencement of development, all new doors and windows shall be timber and detailed drawings at a scale of 1:10 of all new doors and windows shall be submitted to the Local Planning Authority for its approval in writing. The works shall be carried out in strict accordance with the approved details.

Reason: This condition is pre-commencement to ensure that the proposed development/work is carried out in a manner that safeguards the historic character and appearance of the local area, the Flitton Conservation Area as well as the setting of listed buildings (Policies CS14, CS15, DM3 & DM13 of the North Central Bedfordshire Core Strategy & Development Management Policies and sections 12 & 16, NPPF)
4) No construction work of the side extension hereby approved shall take place, notwithstanding the details submitted with the application, until details of the brick bond and mortar jointwork finishing proposed for the side extension have been submitted to the Local Planning Authority for its approval in writing. The development shall thereafter be carried out in accordance with the approved details.

Reason: To control the appearance of the extension in the interests of the character, appearance and historical significance of the Grade II Listed Building (Policies CS14, CS15, DM3 & DM13 of the North Central Bedfordshire Core Strategy & Development Management Policies and sections 12 & 16, NPPF)
5) Notwithstanding the approved plans, all new rainwater goods shall be of black painted cast iron/aluminium and shall be retained thereafter.

Reason: To safeguard the special architectural and historic interest of this statutorily listed building. (Policies CS14, CS15, DM3 & DM13 of the North Central Bedfordshire Core Strategy & Development Management Policies and sections 12 & 16, NPPF)
6) None of the components, members or elements comprising the structural timber frame and fabric - including the infill panel material, stave or wattle & daub or brick, stone & plaster - of the building shall be cut, damaged, altered or otherwise changed - other than those parts specifically identified within the submitted details. No sandblasting or any other abrasive cleaning shall take place.

Reason: To ensure that the special architectural or historic interest of the building or structure, its character and appearance is properly preserved, maintained and enhanced, in accordance with standard conservation good practice. (Policies CS14, CS15, DM3 & DM13 of the North Central Bedfordshire Core Strategy & Development Management Policies and sections 12 & 16, NPPF)
7) Notwithstanding the provisions of the Town and Country Planning (General Permitted Development) Order 2015 (or any order revoking and re-enacting that Order with or without modification), no windows shall be inserted into the western flank elevation of the side extension hereby approved, without the grant of further specific planning permission from the Local Planning Authority.

Reason: To protect the privacy and residential amenity of the occupiers of the adjacent property 30 High Street (Policies DM3 of the North Central Bedfordshire Core Strategy & Development Management Policies and section 12, NPPF)
8) The ground floor window in the western elevation of the side extension hereby permitted shall be permanently fitted with obscured glass of a type to substantially restrict vision through it at all times.

Reason: To safeguard the privacy and amenity of the occupiers of the adjacent residential property 30 High Street.

9) The development hereby permitted shall not be carried out except in complete accordance with the details shown on the submitted plans, numbers 07JBOS, CBC-001, 07JB02, 07JB03, 07JB04, 07JB05, DD2826-1 SHT 1/3/ Rev: B, DD2826-1 SHT 2/3/ Rev: B and DD2826-1 SHT 3/3/ Rev: B.

Reason: To identify the approved plans and to avoid doubt.
