Conditions or Reasons:
1) The site comprises a Grade II listed building. As insufficient details have been provided with this application for Listed Building Consent, it cannot be confirmed that the scheme of works would not detract from the special architectural and/or historical interest of the building. It is also considered that insufficient details have been submitted to allow for the imposition of conditions which would be reasonable and in kind to the scheme of works to acceptably mitigate against the impacts of the works on the historical significance of the heritage asset.

Without sufficient information or acceptable mitigation in place, it is considered that the scheme of works could result in substantial harm to the significance of the heritage asset. The public benefits of additional housing as well as the economic activity generated by the active use of the ground floor commercial unit would not outweigh said substantial harm.

The scheme of works is therefore deemed to be contrary to section 16 of the NPPF.
