Conditions or Reasons:
1) The proposed development represents inappropriate development within the Green Belt, which is, by definition, harmful to the Green Belt. The proposal, by reason of its excessive size and massing would, combined with previous extensions, be disproportionate to the scale of the original dwellinghouse and would have an unacceptable impact on the openness of the Green Belt. No factors are considered to exist which could amount to very special circumstances to clearly outweigh the harm to the Green Belt. The proposal is therefore contrary to Section 13 (Protecting Green Belt Land) of the National Planning Policy Framework (NPPF), February 2019, and Section 7 of the Central Bedfordshire Design Guide.
2) The proposed development by reason of its excessive size, scale, bulk and form would result in a disproportionate addition to the original terraced dwelling resulting in harm to the character and appearance of the existing dwelling and the wider streetscene. The proposed development is not therefore of a high-quality design that respects local distinctiveness and would be considered contrary to Policy DM3 of the Core Strategy and Development Management Policies and Section 12 of the NPPF.
