Conditions or Reasons:
1) The site is situated in the Green Belt and the replacement of the existing stable block with a permanent dwelling is inappropriate development and therefore harmful to the Green Belt. The proposal does not accord with the provisions of Section 13 the NPPF or Policy BE8 of the SBLPR. No matters have been put forward to outweigh the harm to the Green Belt or the other harms identified. Therefore, very special circumstances to justify inappropriate development in the Green Belt do not exist.
