Conditions or Reasons for Planning Application - CB/20/03249/FULL
Conditions or Reasons:
1) The proposal is considered to amount to inappropriate development in the Green Belt which is harmful by definition. The proposal fails to preserve the openness of the Green Belt and would conflict with the purposes of including land within the Green Belt. The site currently makes a significant contribution to the openness of the Green Belt and the proposal, given the nature of the change to residential development that would result in a greater impact on the sites openness by way of mass and bulk located within the centre of the site and would result in urbanisation of the site to include domestic paraphernalia, light pollution and increased vehicular trips. As such, the proposal is considered to result in significant undue harm to the openness of the Green Belt which would not be outweighed by very special circumstances. The proposal is therefore in conflict with Sections 12 and 13 of the National Planning Policy Framework 2019 and Policy SP4 of the emerging Local Plan.
2) The proposed development is sited outside settlement envelopes within the open countryside in an isolated location. Due to the separation between the site and existing settlement, public transport and services/ facilities, as well as the absence of a safe and convenient pedestrian link between the two, it is considered that the site is located in an unsustainable location, which will result in over-reliance on private vehicle or could impact upon pedestrian and highway safety. No acceptable circumstances have been provided to justify a dwelling in this location. The development is therefore contrary to Chapter 2 and 9 National Planning Policy Framework, as well as SP7 and T2 of the Emerging Central Bedfordshire Local Plan.
3) No consideration has been given or information provided in respect to the potential noise impacts on future occupiers of the proposed residential dwelling from the existing adjacent commercial site and operations carried out on it. The proposal would therefore result in an unacceptable relationship and impact upon existing uses and would be contrary to Policy E2 and B8 of the South Bedfordshire Local Plan, Policy EMP2 and HQ1 of the emerging Local Plan and Section 12 of the NPPF.
4) Safe and suitable access to the site would not be available to all users and there would be an unacceptable impact on highway safety. As a result, the development would be contrary to the aims and objectives of the National Planning Policy Framework 2019.
