Conditions or Reasons for Planning Application - CB/20/03302/FULL
Conditions or Reasons:
1) The development hereby permitted shall begin not later than three years from the date of this permission.

Reason: To comply with Section 91 of the Town and Country Planning Act 1990 as amended by Section 51 of the Planning and Compulsory Purchase Act 2004.
2) No works are in any circumstances to commence unless the local planning authority has been provided with either:
a) a licence issued by Natural England authorizing the specified activity/development to go ahead; or
b) a statement in writing from the relevant licensing body to the effect that it does not consider that the specified activity/development will require a licence.

Reason: To protect any onsite protected species during the development
3) All ecological measures and/or works shall be carried out in accordance with the details contained in the July 2021 Bat Activity Final Report as already submitted with the planning application and agreed in principle with the local planning authority prior to determination.

Reason: To ensure no unacceptable impact upon wildlife
4) The development hereby permitted shall be undertaken in full accordance with the Councils adopted Construction Code of Practice for Developers and Contractors https://www.centralbedfordshire.gov.uk/info/44/planning/674/codes_of_practice_for_planning.

Reason: In order to minimise the impact of construction work on the amenities of nearby residential properties (Section 12, NPPF)
5) The development hereby permitted shall be undertaken in full accordance with the Councils adopted Environmental Code of Practice https://www.centralbedfordshire.gov.uk/info/44/planning/674/codes_of_practice_for_planning/3

Reason: In order to minimise the impact of development on existing trees, landscape features and biodiversity (Section 15, NPPF)
6) The approved garage building shall only be used for purposes incidental to the enjoyment of the dwelling.

Reason: To prevent the introduction of an inappropriate use harmful to the residential character of the area. (Section 12, NPPF)
7) The first floor window serving bedroom 4 in the south elevation, as shown on approved plans 03-05-002 Rev H and 03-03-001 Rev J of the development hereby permitted shall be permanently fitted with obscured glass of a type to substantially restrict vision through it at all times and shall be non-opening, unless the parts of the window(s) which can be opened are more than 1.7m above the floor of the room(s) in which the window(s) is installed.

Reason: To safeguard the privacy of occupiers of adjoining properties
(Section 12, NPPF)
8) No development shall take place above ground level, notwithstanding the details submitted with the application, until details of the materials to be used for the external walls and roofs of the development hereby approved have been submitted to and approved in writing by the Local Planning Authority. The development shall thereafter be carried out in accordance with the approved details.

Reason: To control the appearance of the building in the interests of the visual amenities of the locality. (Section 12, NPPF)
9) The development hereby permitted shall not be carried out except in complete accordance with the details shown on the submitted plans, numbers 03-02-001 Rev L, 03-02-000 Rev J, 03-05-001 Rev J, 03-03-002 Rev I, 03-02-002 Rev J, 03-04-001 Rev J, 03-03-001 Rev J, 03-03-000 Rev J, 02-02-001 Rev I, 02-02-000 Rev I, Addendum Sections dated 28.1.21, 02-05-002, 03-05-002 Rev H, 03-03-003 Rev H, 02-04-001, 02-03-003, 02-05-001 Rev A, 02-03-002, 02-03-001.

Reason: To identify the approved plan/s and to avoid doubt.
