Conditions or Reasons for Planning Application - CB/20/03539/FULL
Conditions or Reasons:
1) The proposed development fails to provide safeguards for the securing of a compatible and optimum use for a significant, redundant and consequently vulnerable heritage asset (abutting threshing barn) directly associated with the historic character of the site which also contributes vitally to Conservation Area character and the proposal fails to take the opportunities available for improving the character and quality of an area and the way it functions. The proposed development is in conflict with paragraph 130, 192 and 196 of the National Planning Policy Framework and fails to meet the 'Statutory Test' set out as s.72(1) of the Planning [Listed Buildings and Conservation Areas] Act 1990 in respect of Conservation Area enhancement).
2) The provision of close boarded fencing to enclose the parking area is an inappropriate addition that would be detrimental to the historic character of the site and the Conservation Area. The proposal is in conflict with Policy BE8 of the South Bedfordshire Local Plan Review and Section 16 of the National Planning Policy Framework.
3) The proposed development, by virtue of noise and disturbance from the adjacent lawful uses and the limited private amenity space provision would fail to provide future occupiers with a suitable living environment. The proposed development is therefore in conflict with Section 12 of the National Planning Policy Framework.
