Conditions or Reasons for Planning Application - CB/20/03635/FULL
Conditions or Reasons:
1) The site lies within the South Bedfordshire Green Belt where permission will not normally be granted for inappropriate development except in cases where very special circumstances for development are present. It has been established that no very special circumstances exist in this case. The development has a harmful impact on the openness of the Green belt and is therefore contrary to Section 13 of the NPPF (2021) and policy SP4 of the Central Bedfordshire Local Plan.
2) The retrospective proposal results in an independent unit of accommodation of a scale which is considered to be over and above that which would reasonably be acceptable as ancillary accommodation to the principal dwelling. The proposal is, therefore, considered to be tantamount to an independent dwelling and does not relate well to the existing local surroundings and reinforce local distinctiveness both built and natural within this sensitive green belt location. Hence the proposal will be out keeping with the general character of this location and is therefore contrary to policy SP4 and HQ1 of the Central Bedfordshire Local Plan in that it would adversely affect landscape character and setting, and Section 12 and 15 of the National Planning Policy Framework 2021.
