Conditions or Reasons:
1) The proposal is considered to result in less than substantial harm to the Grade II listed building. Considering the historic value of the existing windows, the fundamentally different design of the proposed windows compared to the existing windows and the inclusion of double glazing would fail to maintain the architectural character and appearance of the Grade II listed building. The introduction of modern fixtures would undermine the integrity and character of the Grade II Listed Building and therefore cause harm to its character and historical significance. The public benefits associated with the proposal do not outweigh this harm. The proposed window replacement fails to meet the 'Statutory Tests' set out as s.66(1) of the 1990 Planning (Listed Buildings and Conservation Areas) Act and conflicts with policies DM13 and CS15 of the Core Strategy and Development Management Policies (2009), Section 16 of the National Planning Policy Framework (2019) and Design Supplement 3 of the Central Bedfordshire Design Guide.
