Conditions or Reasons for Planning Application - CB/20/03771/FULL
Conditions or Reasons:
1) The proposed development is sited outside the settlement envelope within the open countryside. Due to the absence of a safe and convenient pedestrian link between the site and any neighbouring settlements, together with poor and limited access to public transport it is considered that the site is located in an unsustainable location, which will result in over-reliance on private vehicles. The development is therefore contrary to Policies CS1, CS4 and DM4 of the Core Strategy and Development Management Policies (2009) and the principles of sustainable development as set out in the National Planning Policy Framework (2019).
2) The bulk, scale and mass of the proposed dwellings and associated curtilages will result in a negative impact upon the openness of the countryside resulting in a significant and harmful impact on the rural character and appearance of the site and surroundings compared with the applicant's fall-back position under permitted development rights. The proposed development would appear visually intrusive and would result in harm to the character and appearance of the rural setting and is in conflict therefore with Policies CS14, CS16, DM3, DM4 and DM14 of the Core Strategy and the National Planning Policy Framework (2019).
