Conditions or Reasons:
1) The proposal by reason of its siting and layout would result in a cramped and over-intensive development that would lead to the loss of sense of spaciousness in the locality to the detriment of the character and appearance of the surrounding area and the visual amenities of the street scene. The proposal does not therefore represent a high-quality layout and design and is therefore contrary to policies CS14 and DM3 of the Core Strategy and Development Management Policies (2009), the National Planning Policy Framework (2019) and the Central Bedfordshire Design Guide (2014).
2) The proposed development, by reason of the constrained nature of the site, will result in a poor and inadequate level of outlook to windows serving habitable rooms, leading to a harmful sense of enclosure and an unsatisfactory and oppressive living environment for future occupiers of the proposed dwelling. The proposal does not therefore represent a high-quality layout and design and is therefore contrary to policies CS14 and DM3 of the Core Strategy and Development Management Policies (2009), the National Planning Policy Framework (2019) and the Central Bedfordshire Design Guide (2014).
3) The proposed development would result in significant harm to the living conditions of the adjoining property No. 31 Hazel Grove by reason of its overbearing nature, resulting in unacceptable visual intrusion and a harmful sense of enclosure. The proposed development would also harmfully impact on the living conditions of the adjoining properties at Nos. 30 and 31 Hazel Grove through overlooking and loss of privacy. The proposal does not therefore represent high quality development and is contrary to policy DM3 of the Core Strategy and Development Management Policies (2009) the National Planning Policy Framework (2019) and the Central Bedfordshire Design Guide (2014).
4) The proposed development represents a cramped, overdevelopment of the site to a degree where it would fail to provide adequate off-street parking to serve the proposed dwelling and the existing dwelling at No. 29 Coppice Mead would suffer from a removal of adequate parking to serve this neighbouring dwelling. This would result in increased demand for on-street parking to the detriment of highway and pedestrian safety. The proposal is therefore contrary to policy DM3 of the Core Strategy and Development Management Policies (2009), the National Planning Policy Framework (2019) and the Central Bedfordshire Design Guide (2014).
