Conditions or Reasons for Planning Application - CB/20/04150/FULL
Conditions or Reasons:
1) The restricted plot size and the design (by way of height of scale) of the dwellinghouse would result in a cramped form of development which would be out of keeping with the existing character of Orchard Close where the dwellings are predominantly traditional two storey detached dwellings which occupy generous plots. Therefore, the proposed dwelling would be harmful to the character of the area, the visual amenities of the street scene and of nearby residents. The proposal is therefore contrary to the principles of good design set out in the National Planning Policy Framework, Policies BE8 & H2 of the South Bedfordshire Local Plan Review, Policy HQ1 of the Emerging Local Plan and the Central Bedfordshire Design Guide.
2) Due to the substandard nature of the access and parking arrangements, the proposal, if permitted, would lead to conditions of danger and inconvenience to users of the highway and the property. In addition, the proposal if permitted would compromise the function of the highway and the ability of the highway authority to carry out its duties. As such the proposal is contrary to the CBC Highway Construction Standards & Specifications Guidance (2019) and Section 9 of the NPPF
