| Conditions or Reasons: | 1)
The development hereby permitted shall begin not later than three years from the date of this permission.
Reason: To comply with Section 91 of the Town and Country Planning Act 1990 as amended by Section 51 of the Planning and Compulsory Purchase Act 2004. |

The development hereby permitted shall not be carried out except in complete accordance with the details shown on the submitted plans, numbers CBC-001, DP 11 5-1B, DP 11 5-2.
Reason: To identify the approved plan/s and to avoid doubt. |
3)
No external materials shall be applied to the building hereby approved until details of the materials have been submitted to and approved in writing by the Local Planning Authority. The development shall thereafter be carried out in accordance with the approved details.
Reason: To control the appearance of the building in the interests of the visual amenities of the locality. (Section 12, NPPF) |

Before development commences details of suitable parking provision for a minimum of two vehicles each for the new dwelling and for no. 67, and measuring 2.5m x 5.0m per parking space, shall be submitted to and approved in writing by the Local Planning Authority and the development shall not be brought into use until the parking provision has been constructed in accordance with the approved details.
Reason To provide adequate on site parking provision for the existing and new dwelling, to alleviate on street parking which would obstruct the free flow of traffic using the highway. |

Notwithstanding the details shown, development shall not begin until details of the junction of the proposed vehicular access with the highway have been approved by the Local Planning Authority and no building shall be occupied until the junction has been constructed in accordance with the approved details along with there-instatement of the highway verge fronting no. 67, and if there are any surplus lengths of dropped kerb not incorporated in the approved junction, these shall be re-instated to full height kerb.
Reason In order to minimise danger, obstruction and inconvenience to users of the highway andthe premises and to provide adequate access from the public highway to the parking provision and in the interest of road safety and to reduce the number of points at whichtraffic will enter and leave the public highway and for the avoidance of doubt. |

Before any of the accesses is first brought into use, a triangular vision splay shall be provided on each side of the new access drive and shall be 2.8m measured along the back edge of the highway from the centre line of the anticipated vehicle path to apoint 2.0m measured from the back edge of the highway into the site along the centre line of the anticipated vehicle path. The vision splay so described and on land under the applicant's control shall be maintained free of any obstruction to visibility exceeding a height of 600mm above the adjoining footway level.
Reason To provide adequate visibility between the existing highway and the proposedaccesses, and to make the accesses safe and convenient for the traffic which is likelyto use them. |

Before the access is first brought into use the on site vehicular areas shall beconstructed and surfaced in a stable and durable manner in accordance with detailsto be approved in writing by the Local Planning Authority for a distance of 5.0m into the site, measured from the highway boundary. Arrangements shall be made for surface water drainage from the site to be intercepted and disposed of separately so that it does not discharge into the highway.
Reason To avoid the carriage of mud or other extraneous material or surface water from the site so as to safeguard the interest of highway safety and reduce the risk of flooding and to minimise inconvenience to users of the premises and ensure satisfactory parking of vehicles outside highway limits. |

Notwithstanding the provisions of the Town and Country Planning General Permitted Development Order 1995, or any amendments thereto, the parking provision on thesite shall not be used for any purpose, other than as parking provision, unless permission has been granted by the Local Planning Authority on an application made for that purpose.
Reason To retain off-street parking provision and thereby minimise the potential for on-street parking which could adversely affect the convenience of road users. |
9)
Before development begins, a scheme for the secure and covered parking of cycles on the site (including the internal dimensions of the cycle parking area, stands/brackets to be used and access thereto), calculated at one cycle parking space per bedroom and 2 short stay spaces per unit, shall be submitted to andapproved in writing by the Local Planning Authority. The scheme shall be fullyimplemented before the development is first occupied or brought into use and thereafter retained for this purpose.
Reason To ensure the provision of adequate cycle parking to meet the needs of occupiers ofthe proposed development in the interests of encouraging the use of sustainable modes of transport. |
10)
Details of a refuse collection point located outside of the public highway shall be submitted to and approved by the Local Planning Authority prior to the occupation of any dwelling. The scheme shall be fully implemented prior to occupation of any dwelling and shall be retained thereafter.

12)
No development shall take place until a scheme detailing provision for on site parking for construction workers and deliveries for the duration of the construction period has been submitted to and approved in writing by the Local Planning Authority. The scheme shall be implemented throughout the construction period.
Reason: To ensure adequate off street parking during construction in the interests of road safety. (Section 94, NPPF) |
