Conditions or Reasons for Planning Application - CB/20/04337/OUT
Conditions or Reasons:
1) The proposed development lies outside the Shillington Settlement Envelope, not related to the existing pattern and grain of development, and the proposal would lead to the erosion of the established pattern of development along Upton End Road. The proposed development would be detrimental to the rural character of the area. The proposal would not amount to sustainable development and would be inappropriate and unacceptable in principle. The proposal would be contrary to Policies DM4 and CS14 of the Core Strategy and Development Management Policies (2009). It is also considered to conflict with the objectives and guidance of the National Planning Policy Framework (2019).
2) Insufficient information has been provided with respect to pollution. In the absence of this information it is not possible to ascertain whether any noise from adjacent operations would be significant and whether there is potential land contamination that would inhibit use of the site for residential purposes. The proposal is therefore contrary to the aims and objectives of Section 15 of the National Planning Policy Framework (2019).
