Conditions or Reasons:

1) The proposed development is located outside the designated settlement envelope of Clifton. Due to the separation between the site and the settlement of Clifton, with limited services and restricted linkages between the two, it is considered that the site is in an unsustainable location which would result in an over-reliance on private motor vehicles, which is contrary to Policy SP7 of the Central Bedfordshire Local Plan and the National Planning Policy Framework.

2) Insufficient information has been provided to enable an accurate assessment of the application in terms of comparable traffic generation figures from the existing use and proposed use, to establish if the proposal would be an intensification of use of a substandard access which makes no provision for adequate driver/driver intervisibility. As such the proposal would not accord with Policy T2 of the Central Bedfordshire Local Plan and Section 9 of the NPPF.
