Conditions or Reasons for Planning Application - CB/20/04555/FULL
Conditions or Reasons:
1) The siting, scale, form and design of the proposed dwelling would not achieve a high quality design or layout and would result in an erosion and uncharacteristic urbanisation of this rural location. The proposal would thereby have a detrimental impact on the rural character and appearance of the area and would be at odds with the existing pattern and grain of development. The proposal is therefore contrary to the objectives of the National Planning Policy Framework (2019) which seeks to protect and enhance the natural, built and historic environment and policies DM3 (High Quality Development), DM4 (Settlement Envelopes) and DM14 (Landscape & Woodland) of the Central Bedfordshire Core Strategy and Development Management Policies (2009) and the Central Bedfordshire Design Guide (2014).
2) The proposed dwelling by reason of its siting, scale, form and design would result in a harmful overbearing impact, loss of light and privacy for the occupiers of neighbouring dwellings, Nos 10 and 12 Middlefield Lane. It would also, by virtue of its close proximity to the western boundary result in a poor outlook for bedrooms 1 and 2 which would result in unacceptable living conditions for the future occupiers of the property. Therefore, the proposal is not considered to be a high standard of design or layout and is contrary to policy DM3 of the Core Strategy and Development Management Policies November 2009, the Central Bedfordshire Design Guide (March 2014) and section 12 of the National Planning Policy Framework (2019).
