Conditions or Reasons:
3) No development shall take place until a written scheme of heritage asset resource management; that includes archaeological investigation, historic building recording; provision for post excavation analysis and full publication, has been submitted to and approved in writing by the Local Planning Authority. The development hereby approved shall only be implemented in full accordance with the approved archaeological and historic building recording scheme.

Reason: This condition is pre-commencement as a failure to secure appropriate archaeological investigation and historic building recording in advance of development would be contrary to paragraph 141 of the National Planning Policy Framework (NPPF) that requires developers to record and advance of understanding of the significance of any heritage assets affected by development before they are lost (wholly or in part).
9) Prior to the occupation of the dwelling on the site, a scheme for the provision of waste receptacles for the dwelling shall be submitted to and agreed in writing by the Local Planning Authority. The receptacles shall be provided before first occupation takes place.

Reason: In the interest of residential amenity and to reduce waste generation in accordance with the Councils's Minerals and Waste Local Plan 2014, Policy WSP5 and the adopted SPD "Managing Waste in New Developments" (2006).
11) No development approved by this permission shall take place until a Phase 2 investigation report, as recommended by the previously submitted Your Environment Ltd report dated October 2017 (Ref: YE3696), has been submitted to and approved in writing by the Local Planning Authority. Where found to be necessary by the phase 2 report a remediation strategy to deal with the risks associated with contamination of the site shall also be submitted to and approved in writing by the Local Planning Authority. The remediation strategy shall include an options appraisal giving full details of the remediation measures required and how they are to be undertaken. The strategy shall include a plan providing details of how the remediation works shall be judged to be complete and arrangements for contingency action.

Reason: To protect human health and the environment.

12) Prior to the dwelling being first occupied a validation report shall be submitted and approved in writing by the Local Planning Authority to demonstrate the effectiveness of any agreed Remediation Strategy. Any such validation shall include responses to any unexpected contamination discovered during works.

13) The dwelling hereby approved shall not be first occupied until details of a refuse storage area and collection point have been approved in writing by the Local Planning Authority and the said storage and collection points have been constructed in accordance with the approved details. The approved scheme shall be retained thereafter.

Reason: To ensure the refuse collection bins do not cause a hazard or obstruction to the highway or parking area.

14) Before development is commenced, details of the extent and means of definition of the curtilage of the residential unit shall be submitted to and approved in writing by the Local Planning Authority and the boundary of the curtilage shall be set out and defined in accordance with the approved details before the unit is first occupied or brought into use including a scheme for screen fencing and/or screen walling and the approved scheme shall thereafter be retained.

Reason: This is a pre-commencement condition to limit the extent of the residentially used land having regard to the rural location of the site in the Green Belt.
