Conditions or Reasons for Planning Application - CB/20/04769/FULL
Conditions or Reasons:
1) The proposed development is of a siting, scale, form and design which is out of keeping with and detrimental to the pattern, grain and character of surrounding development. The relationship of the proposed building with the footway results in demonstrable harm to the character of the footpath and its relationship with the open space to the east of the site. The design and layout is poor with inadequate outside living space for future residents and insufficient light, ventilation and outlook for bedroom living spaces. In addition, the siting and scale of the development will result in material harm to the living conditions of no.47 Coniston Road in terms of overbearing impact, loss of light, noise and disturbance. The development represents a contrived form of development, shoehorned into a site and pays no respect to the setting or existing built environment. The proposal does not therefore represent a sustainable form of development in terms of the environmental objectives and conflicts with policies DM3 and CS14 of the Core Strategy Development Management Policies (2009), the National Planning Policy Framework (2019) and the Central Bedfordshire Design Guide.
2) The proposed development fails to make adequate provision for off street parking and would lead to an increase in on street parking in an area subject to parking restrictions. This will result in unacceptable traffic congestion and additional hazards to users of the highway. This fails to comply with Central Bedfordshire Council's car parking standards and will increase the pressure upon on street car parking to the detriment of public and highway safety. The proposed development is therefore contrary to policy DM3 of the Core Strategy and Development Management Policies (2009), the National Planning Policy Framework (2019) and the Central Bedfordshire Design Guide.
3) The proposal, by virtue of its siting immediately adjoining the public footpath and lack of vehicular access, would lead to conditions of danger and inconvenience to users of the public highway, footpath and proposed dwelling, contrary to policy DM3 of the Core Strategy and Development Management Policies (2009), the National Planning Policy Framework (2019) and the Central Bedfordshire Design Guide.
4) The proposal would compromise the function of the highway and the ability of the highway authority to carry out its statutory duties.
