| Conditions or Reasons: | 1)
The development hereby permitted shall begin not later than three years from the date of this permission.
Reason: To comply with Section 91 of the Town and Country Planning Act 1990 as amended by Section 51 of the Planning and Compulsory Purchase Act 2004. |
2)
No works shall in any circumstances commence unless the local planning authority has been provided with either: a) a licence issued by Natural England authorizing the specified activity/development to go ahead; or b) a statement in writing from the relevant licensing body to the effect that it does not consider that the specified activity/development will require a licence |

No work of demolition shall take place until the applicant has implemented and submitted to the Local Planning Authority, for written approval, a completed scheme of photographic and drawn building recording and written analysis of the structure to be demolished undertaken to a level of detail agreed in advance and in writing by the Local Planning Authority, which shall be not less than Historic England recording level 2 as set out in sections 5.2 and 4.4.8 and 4.5.2 of the publication Understanding Historic Buildings: a guide to good recording practice (Historic England 2016).
Reason: This condition is pre-commencement as a failure to secure an appropriately detailed historic record of the existing structure in advance of demolition would be contrary to paragraph 199 of the National Planning Policy Framework (NPPF) that requires developers to record and advance understanding of the significance of any heritage assets to be lost (wholly or in part) as a consequence of the approved works. |

Notwithstanding the details submitted with the application, and prior to any works of structure dismantling/demolition taking place on site, a written Demolition Method Statement including details of the following shall be submitted to, and approved in writing by, the Local Planning Authority and the approved works shall be undertaken thereafter strictly in accordance with the approved details:- Clear confirmation of the types of fabric of the existing building intended for re-use in the replacement building hereby approved Details of the storage of elements to be salvaged from the existing building for re-use in the replacement building hereby approved Reason: To ensure that the approved works are undertaken with due regard to, and in safeguarding of, the historic fabric and character of the building to be maintained in building reconstruction (Section 16, NPPF) |

Notwithstanding the details submitted with the application samples of all external materials sourced to closely match the existing and to make up any shortfall following the salvage of materials for re-use, including plinth brick, roof tile and ridges and weatherboard cladding shall be provided for consideration by, and the written approval of, the Local Planning Authority prior to the commencement of any work of construction on site either by way of :-
i) full comparative samples (existing to be re-used and proposed close-matching new materials) made available on site for Local Planning Authority inspection ii) a full comparative (existing to be re-used and proposed close-matching new materials) photograph schedule submission
The approved development shall be undertaken thereafter strictly in accordance with the approved details.
Reason: To ensure that building construction is carried out in manner that maintains the traditional character of the existing building and is appropriate to the character and the appearance of the Conservation Area in which the building is located (Section 16, NPPF) |

Prior to development (including demolition) all tree protection barriers shall be installed in strict accordance with the "Tree Protection Details Plan" and the "Tree Protection Details Notes" (Plan No. MMX 278/2 Part II), which includes the "Arboricultural Method Statement for Tree Protection". The tree protection barriers shall then remain securely in position throughout the entire course of development works.
REASON To safeguard the designated Root Protection Areas of retained trees from all construction damage, by creating a construction exclusion zone around the trees, so as to ensure their health, stability, amenity and continued contribution to the character of the Husborne Crawley Conservation Area.(Section 15 and 16 NPPF) |

Prior to development, details of the special foundations to be used in the construction of the new outbuilding, to be designed by a suitably qualified structural engineer, shall be submitted to the Local Planning Authority for approval. Specific reference shall be made to the foundation recommendations being stipulated in the "Arboricultural Implications of the Development Proposals", which form part of the "Tree Protection Details Notes" (Plan No. MMX 278/2 Part II). The approved special foundations shall then be implemented in strict accordance with the design build requirements and specifications.
REASON To ensure that the outbuilding encroachment into the designated Root Protection Area of Lime tree T4 uses special foundations that will minimise root damage to this tree. (Section 15 NPPF) |

Notwithstanding the details submitted with the application, and prior to commencement of the constructional phase of the development hereby approved, drawn details at a scale between 1:10 and 1:20, unless otherwise indicated and as appropriate, clearly demonstrating the following shall be submitted to and approved in writing by the Local Planning Authority and the development shall thereafter be carried out strictly in accordance with the approved details:-
the method of incorporation of 2 no. 'ventilator' windows required to be reused unaltered (elevation and section detail) the relationship of timber wall cladding, wall insulation and wall framing, as appropriate, to any face brick and plinth structure (section detail)
Reason: To ensure that building construction is carried out in manner that maintains the historic and traditional character of the existing building and is appropriate to the character and the appearance of the Conservation Area in which the building is located (Section 16, NPPF) |

Notwithstanding the details submitted with the application, product details of the following shall be submitted to and approved in writing by the Local Planning Authority prior to installation of the listed items on site and the approved development shall be undertaken thereafter strictly in accordance with the approved details: - replacement windows proposed to be installed - replacement doors proposed to be installed - rooflights proposed to be installed Reason: To ensure that building construction is carried out in manner that maintains the traditional character of the existing building and is appropriate to the character and the appearance of the Conservation Area in which the building is located (Section 16, NPPF) |

The demolition of the existing barn shall be carried out in strict accordance with the recommendations stipulated in the"Arboricultural Implications of the Development Proposals", which form part of the "Tree Protection Details Notes" (Plan No. MMX 278/2 Part II). Immediately following demolition, the ground protection measures shall be installed in strict accordance with the "Tree Protection Details Plan" and the "Tree Protection Details Notes" (Plan No. MMX 278/2 Part II), which includes the "Arboricultural Method Statement for Tree Protection". The ground protection shall then remain securely in position throughout the entire course of development works.
REASON To prevent canopy damage of Lime tree T4 from demolition work, and to safeguard the designated Root Protection Area of Lime tree T4 from all construction damage, by covering the existing soil medium, and thereby preventing soil compaction, caused by encroachement (Section 15 NPPF) |

Notwithstanding the details submitted with the application, the rainwater goods to be installed as part of the development hereby approved shall be of 'Heritage Range' black painted cast aluminium. Reason: To ensure that building construction is carried out in manner that maintains the traditional character of the existing building and is appropriate to the character and the appearance of the Conservation Area in which the building is located (Section 16, NPPF) |

Notwithstanding the details submitted with the application, final external decoration of the development hereby approved shall match the staining and paint finishes of the existing building, unless agreed otherwise in writing and in advance of final external decoration by the Local Planning Authority
Reason: To ensure that building construction is carried out in manner that maintains the traditional character of the existing building and is appropriate to the character and the appearance of the Conservation Area in which the building is located (Section 16, NPPF) |
13)
Notwithstanding the provisions of Part 1, Class A of Schedule 2 to the Town and Country Planning (General Permitted Development) Order 2015 (or any order revoking and re-enacting that Order with or without modification), no extensions to the building(s) hereby permitted shall be carried out without the grant of further specific planning permission from the Local Planning Authority.
Reason: To control the external appearance of the building/s in the interests of the amenities of the area. (Section 12, NPPF) |
14)
Notwithstanding the provisions of the Town and Country Planning (General Permitted Development) Order 2015 (or any order revoking and re-enacting that Order with or without modification), no windows shall be inserted into any elevation of the proposed outbuilding, without the grant of further specific planning permission from the Local Planning Authority.
Reason: To protect the privacy of neighbouring residents. (Section 12, NPPF) |
15)
The development hereby permitted shall not be carried out except in complete accordance with the details shown on the submitted plans, numbers PR-05 Rev B, EX-05, SP-02, SP-01, LOC-01.
Reason: To identify the approved plan/s and to avoid doubt. |
