Conditions or Reasons:
1) The proposed development, given the number of dwellings proposed and their scale, as well as the large size of the site, would not be considered to constitute limited infilling in a village. Therefore, the proposal would constitute inappropriate development causing significant harm to the openness of the Green Belt. No Very Special Circumstances have been demonstrated that would clearly outweigh the harm, and therefore the proposal would be contrary to Section 13 of the NPPF.
2) Due to the large scale, design and appearance of the proposed dwellings, it is considered that the proposal would be significantly out of character with the rural setting and character of Totternhoe and with the surrounding pattern of development causing unacceptable harm to the character and appearance of the area. The impact is heightened by the removal of the vegetation and screening at the front boundary of the site, which would make the development significantly more prominent. As such, the proposal would be contrary to Policy BE8 of the South Bedfordshire Local Plan Review (2004).
3) The proposed access to the site would be unable to achieve satisfactory visibility along Knolls View and the scheme would also provide insufficient turning space within the confines of the site for HGVs to maneuver safely. Therefore the proposed development would have an adverse impact on highway safety for users of the public highway and footpath, contrary to Policy T10 of the South Bedfordshire Local Plan Review (2004).
