Conditions or Reasons for Planning Application - CB/21/00093/FULL
Conditions or Reasons:
1) By virtue of the proposals siting and location it is considered that the development would adversely impact on the character and appearance of the area by introducing domestic built form in an undeveloped site within a rural setting. Therefore the proposal is harmful to the rural character of the area and is contrary to Policies CS16, DM3, DM4 and DM14 of the Central Bedfordshire Councils Core Strategy and Development Management Policies Development Plan Document (2009), Adopted Design Guidance March 2014, and the provisions of the National Planning Policy Framework 2019.
2) Insufficient information has been submitted to demonstrate the impact on ecology and biodiversity and whether adequate net gains can be secured on site. The proposal is therefore contrary to policies CS18 and DM15 of the Central Bedfordshire Core Strategy and Development Management Policies - North (2009) and paragraph 175 of the NPPF 2019 which states that when determining planning decisions if significant harm to biodiversity resulting from a development cannot be avoided, adequately mitigated, or as a last resort, compensated for, then planning permission should be refused.
