Conditions or Reasons:
1) The proposed advertising, due to its significant size, scale and design in an area of high historical sensitivity would result in less than substantial harm to the setting of the Conservation Area and the setting of the Grade I Listed Building. The limited public benefits would not outweigh the less than substantial harm identified, and therefore would conflict with Policies HQ1 and HE3 of the Central Bedfordshire Local Plan, as well as Section 16 of the NPPF and would conflict with the advice within the Conservation Area Appraisal.
