1) The proposal seeks a change of use from a shop to a takeaway, which is a sui generis use, and as such the proposal fails to comply with Schedule 2, Part 3, Class C of the Town and Country Planning (General Permitted Development) (England) Order 2015 (as amended). The proposed change of use does not represent a permitted development and requires full planning permission.
